Most likely an overzealous prosecutor, and the US beginning to apply its laws against foreign citizens in other countries. The US wasn't happy about other countries not respecting the embargo and sanctions against Iran (which was designed to put pressure on Iran for negotiation). The Chinese suspect this could be a politically targeted attack against Huawei, since the US wants to keep the telecom company out, both out of worry over competition with US telecom companies, and the potential for spying, since a Chinese telecom company providing communication services in the US could use that position for collecting data.
A US prosecutor. But keep in mind a Canadian judge had to be the one to automatically approve the extradition. (That might have been more about laziness and indifference than any specific malice) As noted in that link, the Canadian government did not even support these sanctions against Iran. But when you automatically arrest and extradite people at the request of another country, you are essentially doing that other country's bidding, whether or not you support their position. To say it another way, Canada's right hand did not know what its left hand was doing. On the one hand, Canada had made it clear they opposed these sanctions, but on the other hand, you have a Canadian judge ordering a foreign citizen to be arrested and sent to the US because she was alleged to have violated these US-imposed sanctions.

Why do you find it strange? Because you can't understand the motivations for this? Or because the law is being applied in a different way from the normal type of way people usually conceive of? The "technicality" they caught her on was that she used a US bank to clear the financial transaction. Even though it was just a routine financial transaction, on behalf of her company, and no money was stolen, and she could have just as easily have used a bank in any other country instead, without that transaction being considered "illegal". Furthermore, the company she had the money sent to was not specifically listed on a prohibited list, but US laws automatically makes it illegal if that company is not complying with US sanctions. In other words, since the law makes it illegal for a US bank to conduct business with any foreign company in another country that has business dealings with Iran, she was accused of "defrauding" the US bank, by leading them to facilitate a transaction with that foreign company, when the bank did not know that company was conducting business with Iran. She just used the US bank to move money from her company to the other company. And of course, she was not in the US. The companies that the money moved between were not in the US. What she did would have been perfectly normal in Canada or China, not illegal there.

Huawei is a large transnational corporation. IMO, they are all pond scum. They may be a necessary evil, but I am ready to make them prove it by shattering them.
ChiComm run coms-tech in the US will be used for spying. The question is- does that make Meng Wanzhou a spy? Ultimately I think no. But anyone making deals with her to use ChiComm run coms-tech in the US should be investigated as a ChiComm agent, and she and her company should be banned from US soil. I suspect she is the 'victim' (technically, though I dont use the label with any sympathy for her cause...) of the quiet war between those in CAN/US that arent loyal to the CCP and those that are.
Kind'a surprised the Chinese government hasn't "detained" a Canadian citizen or two in response....that's the usual procedure in these things, that they haven't yet probably means they have another plan.
