BS.....They sell to mercenaryies ....I mean "Security Firms" all over the world. They sell to foreign governments including out enemies (China, Russia, etc), and some of them have even been accused of selling to terrorists organizations, but are very careful to ensure those sales are done through third parties, and that there is no paper trail that leads to them.
