If you're going to impose the transition from the top down, you're responsible for the side effects of the action. Just as a parent is responsible for a child they deliberately created. Either you give people the choice to do it when they're ready and accept that that means it will take a while, or you fund those who aren't ready. And by fund I mean provide electric vehicles and the cheap power to run them.
