Initial reports noted the "buzzing" plane was unarmed; however, it had a "babysitter"-in the form of a second fighter craft that circled at higher altitude-presumably, ready to intervene quite effectively, if anything untoward happened to the unarmed plane.

Simple "provocation", and testing of ship's defenses. (Some of the old Soviet ships had laser defenses that could blind, or at very least disorient any pilot who got too close.)

 

Having an unarmed aircraft go in close to test a ships defenses does make sense. External ordnance has been known to break free of an aircraft occasionally, and external ordnance also cuts down on an aircrafts speed and maneuverability if it has to flee suddenly.

You listen too much for media. Media is for dummies. The things that matter is addressed to big boys in their negotiations with each other. And the threat to Putin from the side of US sponsors of kievan junta is not to 'concentrate' armies at the borders with the Ukraine. If consumrs of mdia lies had the brains to think they would see a dramatic difference.
The question of WHY refers rather to continuation WHY US government wants its citizens to be sure that Russia already makes war in Ukraine? The answer should be based on yearly media lies about diferent countries. Weapons of mass destruction e.g.

The troops of Russia are not in the south east of ukraine. This is a fact. It is proven by demand of western countries 'not to concentrate the troops at the borders'. Russian troops in Ukraine is an image which is created in the heads of dummies who are not able to follow English even of a poor quality.
