No, having sex has natural consequences. Pushing those consequences onto someone else is a crime. "I'm going to kill because I don't want to deal with the consequences of my own actions" Now, people are free to minimize the probability of those consequences from happening as much as possible. BC can be very very effective if used properly.
If a woman is not going to adequate lengths to use BC and is sexually active, she should be checking in at an ultrasound clinic every 2 weeks to make sure there's not a pregnancy developing in there. It would be unfair to wait till she found out at 12 weeks to do something about it.

The woman, obviously. She's the one who's going to have to be carrying a pregnancy if something goes wrong.
That's what they should do, if they're not willing or capable of properly using birth control and insist on sexual activity. They KNOW something could go wrong. Shouldn't they be constantly checking for it? Or do you propound they should wait until later when they realize something is obviously amiss, which could be as late as 12 weeks? (sometimes MUCH later, if the woman is grossly obese)

And who is going to pay for that? Are you aware that there are ways far less invasive than ultrasound to test for pregnancy? In fact insisting on young women having second weekly vaginal ultrasounds, which they have not consented to, how is that ethically different from rape?
She basically can - but the overwhelming reasons for delay in abortion is lack of access. If you have an issue with abortions at 12 weeks I would increase access to "medical" abortions
