Apples and oranges.

Lowest emission per capita because most the population still lives with virtually no modernization.

Hydro power is a resource with limitations that most nations have come to near full capacity with.

We can't build any more Hoover Dams, Grand Coulee, etc. for a host of reasons. The largest place we have to increase hydro power was never done.
