Something to do with the whole political and beaurocratic system in Italy, I suspect, and the way it managed to avoid going through the tiresome process of meritocracisation, and the removal of patronage and nepotistic corruption, the pretty much the rest of the western world went through in the 19th century.
He was checking her out. I can't speak for Silvio, but I am Italian and I cannot help but appreciate the female form. I will often look at females in appreciation of their beauty. I am in a committed relationship, though, so that is where my appreciation would end aside from with my fiance. I think the real questions is, did he do anything wrong by checking her out? I'd say no. I don't feel that Mr. Berlusconi is a very good guy. I don't care if he appreciates that female form.
When the history of Berlusconi's various dodgy deeds and misdeeds is written, I don't think this one will feature particularly high on the list!

ahh.. Berlusconi. I love that guy! I don't agree with him on many things, nor do I like corrupt people but it's just something about him.
