    The only thing the president had to sign was the agreement.
    It's not like they teach you in school now days @Spooky. You can't just send an e mail and wait for someone to tell you what to do.

    Actually you can and thats exactly what happened. It would be important to know the arrangement ahead of time so Obamas team could prepare for any implications. And is there some reason Kerry wouldn't notify the president first before agreeing? What could possibly be the reason for not informing the president of a major policy change that will directly affect his presidency?

    That would seriously be the laziest president ever.

    She was on the short list for VP, so a cabinet position seems likely. Her experience as Ambassador to the UN and with the State Dept. under Clinton makes her a good fit for SoS.
