In other words, is denoting a person's pigmentation relevant to the issue or story at hand? If it is so appropriate, then, yes, the mentioning of an individual's skin color is not racially motivated. Noting a person's skin color respecting their susceptibility to Sickle Cell Disease is, for example, very appropriate. But Eleuthera did not present either an issue or a story.
