Those were preliminary charges. He is being held without bail. I'm willing to bet that there will be at least first degree murder and quite a few other heavier charges levied at a later date.

I think that the number plates being missing was another false fact. I have little doubt that he planned to use the car to run into the protestors. It did not help when someone high up (Trump?) said that people who hit protestors on roads should not be charged with a crime. Perhaps this murderer took those words literally
