From what I can tell the shooter was black and gay, he claims being bullied at work and discriminated against after (my hunch) getting similar treatment since likely a teenager so if true he likely snapped and lashed out. I would be focusing on the lack of mental health care when it might have helped him and the people around him who hurt him to lead him to this since the system and people that hurt him also should be blamed for some of this act.

I have a simple view treat anyone you meet whom you don't know very well as if they could get violent on you or someone else, and I mean by "very well" close family and friends.
