Can impeachment be legitimate if no laws are broken?

Schiff's typically lame response to that question is that bribery is subsumed by the larger and "more important" charge of abuse of office, an absurd argument. Which is more reprehensible, an offense listed in the constitution or one made up by congressmen? I think the House has abused the impeachment process.
