When the cops do respond people still die, when cops are in charge people still die cops are not the solution to people dying.
Paramedics will not arrive at a shooting without law enforcement being already present, they stage nearby and wait for the all clear before going in.
Stupid answer, a PSAP is the central point of dispatch, on receiving a call for assistance at a shooting they dispatch both law enforcement and EMS, law enforcement goes in first stabilizes the situation and once it is safe EMS then rolls in. Not calling 911 requires the injured person or an helpful citizen to be able to contain bleeding prevent shock and then transport, if not the person who was shot has a much better chance of dying.
