This thread does raise a more serious issue. American CIA murders may well set up Americans for attack and, much as I totally disagree with killing civilians, I can understand why they'd do it. Of course, that would be terrorism whist the American murder would be defence.

The OP illustrates an interesting biotech concept. As far as Islamic extremists/terrorists using this technology to fight against the wider world... well, there may be a few isolated incidents, but I wouldn't expect anything significant. Between the United States, Canada, the United Kingdom, Europe, and India, cyber activists who are inclined to value their freedoms will fight back without prompting from their home governments.
