I appreciate where you are coming from but you might want to revisit your statistics on violent crime in the US.
A state's powers are still somewhat limited by the COTUS and the competence of its leaders. And no Vegas, we do not have a "black problem" we have a corrupt Big Government problem that has targeted the black American family, community and culture for destruction for decades.
The DP runs our failing urban centers where virtually nothing works very well anymore. "Chicago, Nashville, Baltimore, Memphis, LA" et al function like little Californias - or Venezuelas.
You realize two out of the four you mention are in a red state, right? Do you think mayors can create and implement different laws on their own? TN is run by Repubs. Repub governor, Repub Lt governor, US senators are both Repub. US House, 7 Repubs and only 2 Dems. The General Assembly is 28 Repub senators to 5 Dems. The house is 73 Repubs to 26 Dems. Yet somehow the mayors in Nashville and Memphis have more power than the governor, lt governor, the senators and congressmen? Hahahaha...I have a bridge to sell you.
Yes, ECA, municipal laws exist. And exactly what is the difference between a Democrat politician and a Republican politician?
The cities certainly are capable of having different laws than the states, unless there is a state preemption in place for those types of laws. The cities certainly enforce the laws inside city limits, fund and run the schools, mismanage funding of essential city services, etc. The state has very little effect on how the cities are run.
No, there is usually a city council. Care to guess political affiliation of the majority of the councils?
LOL! No, Read my post. Or think for a moment and ask yourself: "Is there such a thing as local law?" I suspect that on reflection you will realize that there is such a thing. Try.
Some have that power. You know, you could look this stuff up too. "On Tuesday, the Memphis City Council passed an ordinance in a narrow vote of 7-to-6, which is designed give the Memphis Police Department the option of handling those people caught in possession with up to a half ounce of marijuana with a simple $50 fine rather than dragging them to jail." https://merryjane.com/news/memphis-marijuana-decriminalization-ordiance-passes-in-narrow-vote "Nashville’s Metro Council made history Tuesday by approving the city’s first measure to allow lesser civil penalties for people caught with small amounts of marijuana." https://www.tennessean.com/story/ne...marijuana-decriminalization-measure/90739806/
The rich have always tried to segregate themselves from ordinary human beings. "These days, walking through parts of Manhattan feels like occupying two worlds at the same time. In a theoretical universe, you are standing in the nation’s capital of business, commerce, and culture. In the physical universe, the stores are closed, the lights are off, and the windows are plastered with for-lease signs. Long stretches of famous thoroughfares—like Bleecker Street in the West Village and Fifth Avenue in the East 40s—are filled with vacant storefronts. Their dark windows serve as daytime mirrors for rich pedestrians." CITY LAB, How Manhattan Became a Rich Ghost Town, New York’s empty storefronts are a dark omen for the future of cities., BY DEREK THOMPSON OCT 15, 2018. https://www.citylab.com/life/2018/10/how-manhattan-became-rich-ghost-town/573025/

Yes, this is pretty basic stuff. Do they still teach civics in public schools? TG for Wikipedia. "A local ordinance is a law usually found in a code of laws for a political division smaller than a state or nation, i.e., a local government such as a municipality, county, parish, prefecture, etc." https://en.wikipedia.org/wiki/Local_ordinance
