Well, I learned rules of safety regarding firearms, proper equipment etc..... I work with Electrical equipment, it is safety first, schematics etc...... The concept of Luck relies on serendipity, probability & statistics etc..... Hence why I stress actions over blind random chance, I always do my best in order to succeed. I carry tools and a spare tire, rather than rely on Luck, that I will not have a flat. Same thing with a sidearm rather than trust Luck that I will not run into trouble.

It isn't either or. And you don't rely on luck, usually, you either get it, or not. Although you can affect the odds. Like the Patriots got lucky when Seattle called that pass play, but they effected the odds by playing well enough in the 4th quarter to be in position to win. Further, they practiced defending that pass play. So life is full of both preparation, efficiency, execution, and luck.

I can tell you have never taken the concealed carry class. A good deal of time is spent on the local laws regarding legal use of deadly force.
I used to teach concealed carry in N.Y.C. and it was based on standard Police academy training and the N.Y.S. penal code.
It can be done. It is very hard, quite expensive, and you need to have the various ducks all in a neat row. And in N.Y.C. the emphasis is on "carry" not on if it is concealed..... And yes, my students all had either restricted carry of some type or in rare cases full or unrestricted carry. The Target permit was another license, it came with a blue NYS card endorsement / License to carry outside the 5 Boroughs of NYC not valid within in the 5 Boroughs, Brooklyn, Queens, Staten Island, Bronx and Manhattan.
Horseshit. It's not cheap. It costs as much as many pistols themselves do. And, as my retired NYPD friend informed me of, unless you're "connected", EVERY first application is rejected to see if the applicant has the money/determination to try again. And that's not a carry permit, that's just one to own one at home. In NYC, unless you're politically connected, work as a bodyguard for people who are politically connected, or have a high profile "need" to carry, there is no way you're getting a permit.
Hopefully, the new court ruling that upholds that requiring "just cause" to get a permit is unconstitutional will improve that situation in NYC. What NY has going at the moment amounts to a poll-tax. If you don't have money, you can't exercise your Constitutional rights, and that is just plain wrong.
