It's called an analogy. Look it up. If paying a settlement is evidence that the event complained of actually happened, then by your logic Trump's decision to settle the university fraud case is evidence that he actually defrauded his students.

The IRS targeted groups because of their ideology.
The IRS leaked private information to media outlets
The IRS shared private information to Congressman Cummings

All of the above are illegal... no one paid a price. Some people are above the law. They are Deep State operatives for the Democratic Party.

 

This woman is a democrat political operative who gave away confidential info away, violating the law.

She targeted not even just conservative groups, but also groups that "sounded" conservative, as well as pro israel groups.

This operative is a criminal felon and should be prosecuted fully.

Trump's Justice Department disagrees with you. They reconsidered whether criminal charges were warranted against Lerner et al and it was determined that it was not warranted to pursue criminal charges. Confirming the decision reached by the FBI years earlier.
