Absolutely. I've had this explained to me multiple times and never once to my satisfaction, nor to anyone else's that I know of. Latest article I see says that farmers, who it's supposedly for, HATE it. They tried rescinding it one year to save oil, but somebody's brat got run over because children are apparently incapable of going out in the dark and they went back to it. I think they saved several billion bbls though.
