In Dramatic Reversal, Army Retains Green Beret Who Roughed Up Child Rapist in Afghanistan

The Army on Thursday announced its decision to retain Sgt. 1st Class Charles Martland, who was ordered discharged last year after he roughed up a local Afghan police commander for repeatedly raping a little boy and then beating his mother.

Outrage against the Army’s actions rightfully ensued after the incident, since the Green Beret had served honorably for more than 11 years and most would argue that taking a stand against a child rapist was the right thing to do, morally speaking.

But, his actions came at a time when U.S. soldiers were being told to ignore rampant sexual abuse of young children by our Afghan allies because “it’s their culture.”

Now, however, the Army has issued a stunning reversal.

Fox News has the details:

Sgt 1st Class Charles Martland, confirmed the Army's decision to retain him when reached by Fox News, who has been covering the story in depth for the past eight months and first broke the story of the Army's decision in August to kick out Martland over the incident, which occurred in northern Afghanistan in 2011. As first reported by Fox News, while deployed to Kunduz Province, Afghanistan, Martland and his team leader confronted a local police commander in 2011 accused of raping an Afghan boy and beating his mother. When the man laughed off the incident, they shoved him to the ground.

Martland and his team leader were later removed from the base, and eventually sent home from Afghanistan. The U.S. Army has not confirmed the specifics of Martland's separation from service citing privacy reasons, but a “memorandum of reprimand” from October 2011 obtained by Fox News makes clear that Martland was criticized by the brass for his intervention after the alleged rape. Asked for comment inSeptember 2015, an Army spokesman reiterated, "the U.S. Army is unable to confirm the specifics of his separation due to the Privacy Act."

An Army spokesman said Thursday that Martland's status has been changed, allowing him to stay in the Army in a statement to Fox News.

"I am real thankful for being able to continue to serve," Martland told Fox News. "I appreciate everything Congressman Duncan Hunter and his Chief of Staff, Joe Kasper did for me."

Hunter was very outspoken in support of Martland, writing a letter to Secretary of Defense Ash Carter defending the Green Beret and even introducing legislation that would empower U.S. troops to block sexual abuse on foreign soil.

"The Army did the right thing and we won--the American people, won," Hunter told Fox News. "Martland is who we want out there."

A society that has the rape of young children as part of it's culture needs to be questioned. Are we headed in the same direction? Look at how far we've sunk in the past 30-40 years in accommodating the deviant fringe. And it appears to be accelerating, with this "transgender" restroom use issue being steamrolled in the space of less than a year and the Progressive Left's efforts to legalize pedophilia. One might hazard a guess that "consensual" child intercourse will not belong in coming- it's being discussed in academia. Unthinkable? Who would have thought the feminists would sit still for men given free access to facilities where women are in various states of undress? And yet, here we are- leftists from every corner of the culture are supporting boycotts of the few jurisdictions that dare to defend those spaces. IMO, the congressman and others who defending Sgt. Martland in standing for what is right should be applauded. One small victory for those who stand up against the political correctness of this leftist administration. The sad part about all this is that although Sgt. Martland has been exonerated there are those politically involved that will seek retribution on the further career of Martland. Sgt. Martland and those that supported him are now marked.

Lawmakers Urge US Crackdown on Afghan Child Sex Slavery
Sep 01, 2016 - US lawmakers are pressing Washington to get tough on institutionalized sexual slavery of boys by Afghan forces, with some invoking a human rights law that prohibits American aid to foreign military units committing such violations.

The call follows an AFP report in June which revealed the Taliban are exploiting the entrenched practice of paedophilic "bacha bazi" -- literally "boy play" -- in the Afghan police to mount deadly insider attacks in the country's volatile south. The revelation prompted congressman Duncan Hunter to demand US Defense Secretary Ashton Carter take "immediate steps to stop child rape" amid an American military presence in Afghanistan. The Department of Defense replied to Hunter last week, stating in a letter seen by AFP that it was committed to holding perpetrators accountable. The letter added that General John Nicholson, the US commander in Afghanistan, had "reaffirmed" tactical guidance "stating that when US personnel suspect members of (Afghan security forces) have violated human rights, including child sexual abuse, they must report that... to appropriate (Afghan) officials".

Afghan police commander Seddiqullah says the use of child sex slaves is mostly by those in positions of power and so is hard to stamp out.

The response falls far short of a zero tolerance policy, Hunter said. "At the very least, the US government should state, as a position of official policy, that child rape amid a US force presence won't be tolerated and expectations should be imposed on how allegations and evidence are handled," he told AFP this week. "So far that's yet to occur beyond a simple reporting requirement." That view was echoed by other US lawmakers who last year called on watchdog agency SIGAR to launch an independent probe into "predatory sexual behavior" by Afghan forces, which is still ongoing. Many had expressed shock over media reports suggesting the US military had disciplined American personnel who tried to intervene to stop bacha bazi abuse, and urged SIGAR to focus on the implementation of the so-called Leahy Law. The 1997 law, named after Senator Patrick Leahy, prohibits US assistance to allied foreign military and police units against whom credible evidence of grave human violations exists.

'Huge problem'

Leahy "is concerned that DoD was not treating this issue seriously enough until it was reported in the press," his office told AFP this week. "He believes that anyone who engages in (child sex abuse) is ineligible under the Leahy Law for US training, equipment or other assistance and should be prosecuted." The fresh call to apply the law comes ahead of a crucial donor conference on Afghanistan in Brussels in October. The war-battered country remains heavily dependent on international financial and military assistance. "(Leahy) is the legal backstop that's intended to promote a zero tolerance policy," said congressman Thomas Rooney. "If the law is not being administered appropriately or sufficiently... that's a huge problem, especially in places like Afghanistan where we have spent billions on training their security forces."

The ancient custom of bacha bazi, seen as a culturally sanctioned form of male rape, remains widespread in Afghanistan. In June an AFP report cited multiple officials who said it was entrenched in police outposts in southern Uruzgan province, where the Taliban are exploiting the "addiction" to recruit victims for insider attacks. The Taliban rejects the claim. Kabul announced a "thorough investigation" but it has yet to pass legislation criminalizing bacha bazi and no initiatives have been publicly announced to rescue any children enslaved at security outposts.

Actually the rape of boys and young girls is commonplace within Muslim countries. Then again look at what's been happening with the influx of Muslim refugees into Europe, especially in UK, Germany, Austria, Sweden, etc. Rape is against the law in civilized countries of the West yet, our military and European countries are bending to allow this to happen. You really have to wonder what's going on in the heads of the leaders of this world. The courts martial of the Green Beret although reversed and others that have been taken to task in the military for trying to stop these atrocities is mind boggling to say the least.

The U.S. military has a moral obligation to stop child sexual abuse and exonerate SFC Martland for defending a child from rape. The Army finally took the corrective action needed, and this is not only a victory for SFC Martland, but for the American people as well.

Report: U.S. troops told to ignore child rape by Afghan security forces
Nov. 17, 2017 -- Afghan security forces supported by the U.S. military raped children but American troops were told to ignore it, according to a report by the Pentagon's inspector general Thursday.

The Department of Defense began the investigation in 2015 after several media reports alleged the U.S. military ignored the practice to facilitate the Pentagon's mission in Afghanistan. The investigation found there was no written guidance or policy telling U.S. personnel not to report such behavior, but that it was best for it to be left alone. Interviewed subjects said they had heard about the abuse and reported it to their superiors, but "In some cases, the interviewees explained that they, or someone whom they knew, were told that nothing could be done about child sexual abuse because of Afghanistan's status as a sovereign nation, that it was not a priority for the command, or that it was best to ignore the situation and to let the local police handle it," the report stated.

The report quoted several interviewees who were told that the abuse problem was a cultural issue and the U.S. military couldn't do anything to stop it. But once news media, including The New York Times, began reporting the abuse among Afghan forces, there was more concern. "The initial reaction of the staff was 'we don't really care about this, and we're not going to do anything about it.' Then, after the New York Times article came out, and the issue got traction, we had to pay attention to it," one interviewee said.

Thursday, a Pentagon inspector general report found that U.S. troops were told to ignore child sex abuse by Afghan security forces.

In that article, Lance Cpl. Gregory Buckley Jr. reportedly called his father to discuss the problem. "At night we can hear them screaming, but we're not allowed to do anything about it," father Gregory Buckley Sr. remembered his son saying. "My son said that his officers told him to look the other way because it's their culture."

Buckley Jr. was shot to death at his base in 2012, about two weeks after he began expressing concern about the abuse. The inspector general report recommended that the Department of Defense determine whether child rape by Afghan security forces constitutes "gross violations of human rights that require further review by United States Forces-Afghanistan or the Gross Violation of Human Rights Forum."
