France Super Tax

    The super tax wasn't very successful in France. One of the reasons was probably that the higher taxes caused rich people that contribute to the economy in a big way to move to a different country. If we are going to go the route of high taxes on the rich, (don't reply that we shouldn't, that's not the question) how can we prevent this from happening? Also, where can I get more information on the super tax? What was the effective income tax rate? Was it in addition to France's wealth tax? When did it start and end? Was it seen as unsuccessful partially because it was accompanied by spending cuts and would therefore not expected to be good for the economy, just for getting rid of debt?
