It simply doesn't say that war casualties are excluded from that 148 million figure, while it's been blasted in that same paragraph that plenty of people do not agree with his figures. At best it does say to compare how big that number of 148 million is, by naming to the war casualties in that same era (41 million).

Which is odd. Since WWII got about twice as many people killed. So that 41 million people are apparently only soldiers. A civilian Jew killed by a nazi soldier doesn't count.
