The idiots are the low information voters who think this is a great thing. Over time, an ethanol and gasoline mix will separate, i.e., phase separation, which can damage fuel injection systems and cause water to settle in the bottom of a gas tank. Ethanol produces less energy than gas and increasing the percentage of ethanol in fuel reduces the efficiency of the fuel. I certainly would not want to put E15 in any car I own, let alone things like generators that are run infrequently.
