You are right about American education. They have awful secondary schools and quite bad undergraduate education. I was a teaching assistant during my PhD studies in Physics at the University of Wisconsin-Madison, which was not the worst place in the US and observed the low quality of the undegrad's background. Although, I think that PhD studies are on the quite good level. But this is because they take people from all over the world for PhD studies, which makes the level quite good.
