The Scuds failed to do any damage because they had conventional warheads and missed hitting any significant targets. Hitting an empty field in a city doesn’t do any damage but they still hit the city.
With a chemical warhead, such an attack would cause mass casualties because the area of effect is far larger than with cconventional warheads.
