How can one lie, and not know he's lying? Isn't "intent to deceive" a necessary component of a lie? So often, we see people conflate ignorance with deception. One can espouse his honest beliefs, even if they're wrong, and not be lying, can't he?

Air Force records say it ain't so. The track record of Joe Biden says that he believes whatever random thought pops into his head at the time, and will state it as fact. I don't think he knows the difference- and I know no person in that condition is capable of conceiving the kinds of actions Joe is lending his name and office too. This is just one of a string of such examples, most of which are not so harmless. Joe- is a Pinocchio, and America is in deep trouble.
I saw a news video yesterday of Biden giving a political rally speech in which he was reading off the teleprompter. Nothing new. So, I'll quote the man . . . "Four more years pause". For the lefties and those who say Biden is sharp, who don't get it . . . the teleprompter was telling Biden to say, "Four more years", and then pause for the audience to chant, "Four more years". Sad. Do you really want this man to represent you?
Well, either he knew what he was saying was untrue, which would make it a lie, or he thought it was true. If the latter, he's delusional. Cognitive issues are a valid excuse, and should be alarming for everyone.
