IF you presuppose that you have a "right" to get married, why do you apply for a license? You simply do not understand and probably think to highly of yourself to admit the facts. And, did you also know, that by asking permission, that is a de facto admission on your part that the government had authority over you all the time on the issue you asked permission for? As you can clearly see, I do not advocate for licenses nor permits. In reality, when you get married and do not ask their permission, they withhold the benefits and privileges of your 14th Amendment subject status. So, most people, wanting the goodies that go with a "legal" marriage (adding your spouse to your insurance as an example) go the government route. Those who understand the issue and opt for marriage as a "Right" are, as a group, less likely to get involved in acts like misusing a firearm. Any side road you choose to go down to avoid the facts will not help your cause.
NOBODY can twist your arm and force you to apply for a license to get married. Either you believe in RIGHTS or you don't.
IF you have the Right, why do you apply for permission? Nobody twists your arm and requires you to get a license. But, when you do you are bound by the civil agreement the state conned you into. Who has ever advocated forcing anyone to apply for a license to carry a gun ? A Right does not have to be exercised if it is found objectionable.

Yes, you do. And if your Passport was stolen or destroyed, they will simply verify your identity and let you back into the Country anyway. They do not leave you in Immigration limbo simply because you do not have your physical Passport on your person.
