When I go into my city hall I do not automatically assume I will need to bribe an official to get something done. When corruption is endemic in a system you see it all the time and expect it to get anything done. I know there is corruption in our system. Any time you get a group of people together there is going to be some form of corruption. But from where I am standing the USA seems to take corruption seriously and we try to find it and stamp it out.
