"I want to go back to one thing that was said this morning by Mr. Lieu who said, and I quote, 'You didn't charge the president because of the OLC opinion.' That is not the correct way to say it. As we say in the report, and as I said at the opening, we did not reach a determination as to whether the president committed a crime."

The OLC memo came after the Starr investigation and report. Times have changed and Mueller was under different rules.

Having lived in DC I have to question whether or not Trump really grasped what he was up against when he pledged to "drain the Swamp". I do, and when I first heard him say that I thought he would be lucky to change the culture in Washington, which brings me to my point - the nomenklatura and apparatchiks in Washington think they run this country, not us. We don't serve and obey them - they serve and obey us.
