Russian Kamchatka is about to be lost to China for ever, unless Kremlin change his policy and probably give it the Statute of a Free Trade Zone. It can attract lot of businesses and migrant workers from the rest of Russia, because manufacturing in this area is already more cheaper as in the China. The new jobs can save this gigantic territory for Russia and give big additional income for the Russian budget. The huge problems would be corrupted officials and brutal police, it should probably think about installation of independent authorities with officials - mostly citizens of the US or EU who may be overseen only by Kremlin alone, otherwise highly corrupted Russian officials will strangle every initiative and demand bribes for everything. The purpose of this Free Trade Zone would be attraction of Businesses from China and India to Kamchatka. The clearly profiteers would be EU, USA and Russia because China and India will became more weak and all Technologies and Welfare will stay in North which will became more close.Thoughts?

Kamchatka is closer to North Korea & Japan than it is to China. Recreating Mexico there could run into problems with the shipping lines icing over at times.

Sorry Ostap, but 'Free Trade Zone' is bad idea.
There are always bad weather, and there are always a lot of our Russian submarines.

Has a Russian submarine ever managed a shot in anger?
Russian submarines only rest at the bottom of the sea or catch fire .

Without the new economical thinking Russia will have not enough money not only for submarines but also for politician's salaries soon. The oil prises will fall till $80 barrel in one - two years.

You guys pump your shale gas more faster. Then your environment will collapse much faster than our oil prices.

It's a nice "economy" in Russia, everything depends on the oil prises.

Actually, there are some good reasons why Russia should allow the Kamchatka region to freely trade with China and Japan.

Vladivostok, and the surrounding far east region of Russia, has depended on used cars from Japan for several decades. The city of Vladivostok is within close shipping distance to Japan. The cars from Japan have right-handed driving, while the cars in the rest of Russia are left-handed. Moscow has been trying to put a ban on left-handed cars on russian roads, but this is not very practical for the people of Vladivostok. The Japanese have higher incomes than the russians in the far-east region, and so it makes economic sense for the russians to buy used cars from Japan. Unfortunately, these right-handed steering cars are not the most compatible with russian roads. But Moscow wants to make the road system uniform throughout Russia, hence the problem.

Many russians in Vladivostok protested when Moscow raised tariffs on foreign car imports.

Free trade is not always a good thing, and I am generally not in favor of it. But in this case, there are practical reasons for it.

As to manufacturing. The manufacturing in Kamchatka can’t be more cheaper as in the China. Kamchatka’s like Alaska – hard climate and terrible housing and transport infrastructure.

It would be only temporary, ultimately the price of crude will be depend on the level at which scrubbing carbon from the atmosphere & turning it into fuel becomes economical.

A Chinese worker makes $300-400 monthly in China, an Russian makes in Kamchatka two times fewer as a Chinese. Do you catch the difference? Some money in infrastructure and everything will fine.

The average level of monthly earnings of a worker in Kamchatka is about 1, 000 $. Do you catch the difference?

Yeah. That's right. Some billion $ in infrastructure and everything will fine. Also don't forget about deliveries of goods, equipment etc to the Northern Territories. It's awfully expensive thing.

The Far Eastern region in Russia has much potential for future economic growth, with forests, fish, and metal ore, and close proximity to Asian markets.

Ordinary worker makes about 1 000$ in Kamchatka. And starting from 2012 a rookie police officer got 2 000$ monthly there. But it's more expensive to live in Kamchatka and other northern regions than in central Russia.

Why only few Chinese want to stay in Kamchatka now, why many of them re-immigrate to China back? The answer is simple, because even in poor China they can make more money and their salary are higher.Just use the Google.
