But it makes sense, he said "testing is overrated".

He also said "fewer tests means fewer cases".

Anyone who would say such a thing is so stupid that it is inevitable they would be a failure in any pandemic crisis.

The purpose of testing is to quarantine asymptomatic persons, in addition to determining of a sick person has covid.
Quarantining asymptomatic persons saves lives by stopping spreading.

Incorrect, per capita testing in America is way behind many countries.

A national pandemic must be dealt with via a command structure set up at the federal level.

In fact, there was a pandemic response team world wide infrastructure already set up during Obama ( because of Ebola), and a manual accompanying it, ready to go, but Trump sabotaged it.
