Mrs Cooper who testified on that stated that there were time limits as imposed by constraints on how fast she could get the money disbursed to Ukraine. She said due to acts by Congress virtually all money was sent to Ukraine. Also she said normally less than 100 percent of approved funds are actually spent. So it seems it is legal to hold back funds.
