September 12th, 2019 - Trump releases Ukrainian aid. September 25, 2019 - White House releases transcript of tel-con. September 25, 2019 - Trump forgoes requested meeting with Erdogan, President of Turkey, at U.S. to meet with Zelanskiy. Two and a half months of suspended aid to Ukraine without notifying Congress, by law.
The crime lies in his failure to notify Congress of his suspension of the aid, for two and a half months. And, releasing the aid only AFTER being exposed by the Whistleblower.

That no such obstructions were found that were provable is irrelevant. The government does not need be investigating an actual crime to in order to claim that an investigation has been obstructed.
I am going by the testimony of Laura Cooper, who is the Deputy Assistant Secretary of Defense for Russia, Ukraine and Eurasia. She testified there were two ways Trump could have stopped the aid: A Presidential Rescission Order or a DoD Reprogramming Action. Both required the notification of Congress. None was given. You think maybe they just forgot? As for the exact statute, find it yourself, or wait for Schiff to find it.
