But most of those steps were never taken — in part because officials assumed they would be taken up by the next administration.

    Ofcourse. Trump is a human. As such he is completely capable of lying or being dishonest about things to meet his own ends like all humans.

    A good place to overcome manipulation of domestic intelligence agencies is to realize that not only can they lie or be dishonest to other branches of the government and the American people., THEY HAVE A VERIFIED HISTORY OF SUCH THINGS, *cough* cointelpro ,*cough* shooting of Fred Hampton. The FBI is an organization with a history of high profile domestic subversion. This is fact.

    So when their internal affairs officer recommends prosecution to the number 2 of the organization or says that he can't be sure a head counter Intel officer(Strzok) acted without bias that's dangerous.

    Not to mentions the firing of McCabe and several demotions.

    Really? He's done alright he's just too embarrassed to admit it yet. Why indict people you'll never be able to put on trial? So you can make wild allegations that will never be put under the scrutiny of the burden of proof in the court room of course. Because ya got nuthin and have wasted $7 to $10 million dollars of the tax payers money.
