That's a 'peak' version of the principle, and is a something of a luxury obviously. Rich folk can afford efficient houses, but they can also afford to pay for heating if they're determined to build an inefficient house instead.

It's the poor who can least afford NOT to do this stuff (though in a less expensive form). There are many things that can be done, even in a rented property. Top of the list though - if you're poor - is to ensure you rent or buy a property which lends itself to these economies. Make sure the building is oriented to receive maximum sunlight during winter, and have some kind of thermal mass like masonry walls or floors, to absorb that solar gain. Large areas of glass will naturally be essential to gaining that passive heat, so correctly oriented large windows are crucial. And avoid 'open concept' houses like the plague. Then you bubble wrap your windows:

Then you ensure you have thermal backed, heavy drapes to further reduce heat loss. You can buy used drapes at charity stores, but even new they can be inexpensive at places like W@lmart. Then you go back to the charity store and buy a bunch of comfortable polar fleece clothing to wear at home, layered according to conditions. Then you do all your 'appliance using' at night, in the space where the people are eating, relaxing etc. Run your computers, your ovens, your tv, whatever it is you might use in the space of 24hrs, do it where you can gain maximum benefit from the heat produced, at the time that heat is most needed. Plug up every little gap in windows and doors (with more bubble wrap, or whatever is efficient and cheap). Keep blankets on every sofa and armchair, and use them. Keep all doors closed, so that no heat is lost to rooms which are not being used, or will only be used for sleeping.

Honestly, if you're not already doing all these things you're losing out. I can easily afford to pay for utilities powered heating, yet I still do this stuff. None of it is difficult, and the savings significantly contribute to my financial security and freedom.
