I prefer to think in terms of virtue rather than self-regulation although they are of similar ilk. It is said that virtue is the fundamentally necessary linchpin for any democracy, republic, or, for that matter, any civil society. That doesn't mean that every individual in a society has a pure virtuous attitude but that the average person and the vast majority see themselves as virtuous albeit not perfect and pure.

That's exactly right, law enforcement salaries should be commensurate with the amount and type of crime within their assigned areas. I think the vetting process for new police officers should be extensive and the requirements include a college degree and military service. There should exist strict disciplinary system that limits infractions, everyone makes mistakes but Derek Chauvin had 17 complaints against him over nearly 20 years of his service, how is that OK? Again, if an individual rises to the level I described, they should be paid like lawyers or doctors considering the expectations and the hazards of the job.

Do you really think becoming a surveillance saturated society is the way to go? The majority of people are upstanding and law abiding yet the intrusion into our lives is already unacceptable. It's not just the cameras everywhere but the monitoring of all our electronic devices. Every time you use your car it's computer is creating data, your cellphone activity and internet habits are monitored, the data of which is stored in manifold servers. All of your purchases, your checking and savings, your investments, your political identity and religious beliefs are all part of an unending gathering of data to construct a profile that knows nothing about the actual real you. Are you comfortable with that? What exists now is primitive compared to what it is ultimately going to be because nobody spoke up, nobody cared enough and most people were unaware of. Think about this, every time you are surveilled in any way shape or form you have given up a piece of your right to privacy, your right to anonymity and these bits that are being chiseled away cannot be recovered. Eventually this will include to your right to self sufficiency and self determination and your sovereignty, you will no longer have the right of ownership of yourself. Any individual who is clever enough to avoid and evade such scrutiny, who flies under the radar, would be considered an outlaw, a criminal. Well, I love how everyone glosses over the fact that the police unions will fight like hell against any of these solutions to be implemented. Gotta start at the police biggest shield, and the unions are always shielded by democrats. Clarify through training and policy when deadly force is applicable. Treat any officer who uses deadly force inappropriately as a lawbreaker. I understand it is difficult and dangerous being in law enforcement today, however the first answer should not be deadly force. Shooting an unarmed man in the back as he runs away comes to mind as an inappropriate use of force. Better screening during hiring. There are instances where officers have lost their jobs do to "mistakes" and yet find it relatively easy to find a job somewhere else. This keeps a few people who shouldn't be in law enforcement from tainting good officers that do their job. Tear down the blue wall of silence and the tendency to protect fellow officers no matter what. Realize that officers can make mistakes or even break the law themselves. However none of this will do a lot of good unless our society can change attitudes towards race and violence.
There is one small town in Washington state that had a one-man part time police force, was in a county with a sheriff and a few distant deputies, and had heard reports that antifa trouble makers were moving to smaller and more whitish suburbia places. The town of about 10,000 (including a number of blacks, latinos, indians and a few eskimos) had 1000 or so with open carry permits. They all agreed to carry their firearm everywhere they went for the nest few days with many volunteering to patrol and stand watch. I haven't heard how it all came out, but that is basically how militias work.

You and many others are making the mistake that this is about one incident. It is a pattern seen through many incidents. Until people get past the us verses them mentality we will have similar problems. One can not effectively rule when one divides the people one is supposed to serve.
We aren't making that mistake. We see this as a clear cut stance that the cop was WRONG. We also do know that many others propped up as the beginnings of BLM were FAKE NEWS. Michael Brown was fake news. Treyvon was fake news. And list goes on. Even Fernando Castille was fake because everyone wanted to attribute the cops fear into racism. Most agree that Zimmerman should have been in jail for manslaughter, but they over charged. The cop that kill Castille should have done time, but was over charged. This cop will probably be acquitted cause he is being over charged. This is one that gets a lot of people out to agree with the protests, but they go away when the riots start. You had conservatives coming out against cops because they were enforcing unjust laws. You had them coming out when unarmed white men were shot and killed in a hotel while lying on their stomach being given conflicting commands. You lose it when cops who are trying to save black communities from looting, rioting and arson are killed by BLM or ANTIFA. I agree, and when you get through their shields, which are UNIONS, and the UNIONS ally of democrat law makers, we can have the reform everyone calls for. But since this happens in mostly democrat cities with the citizens voting for 100+ years for more democrats, and republicans are safe out in the burbs, its like watching people touch the stove and getting burned and turning around to touch the stove again. After so many times of telling them they are killing themselves, you eventually have to leave them to their own devices. Does the military need to come in like when they had to liberate the south from segregation?
