So doesn't that sound logical that the doc makers put that clip of Silvertein in that segment because it was about the collapse of the WTC 7 and it sounds like Silverstein suggested maybe the smartest thing to do is take the building down and he said they "made that decision" and then they watched it come down and the very next scene in the documentary shows the WTC 7 coming down?

The fire chief was whomever it was that Silverstein spoke with in regards to his building. It wasn't the chief of operations according to Fire Chief Daniel Nigro, who didn't remember a conversation with Silverstein. But chief of operations is not the only commander in the Incident Command System. He could have spoke with Chief Frank Cruthers, the incident commander, or Chief Frank Fellini, the operations commander.

Silverstein, as your question points out, wasn't a member of FDNY, and he most likely didn't know a heck of a lot about FDNY rank. Without a doubt Silverstein spoke with someone at the fire department that day. What seems most likely to me is that spoke with an assistant chief under Chief Frank Fellini about his building.

They attached cables to building 6 over a period of many days and used construction equipment to pull the building down. No one attached any cables to building 7 or used any construction equipment to pull the building down.

He didn't say "we" and the "they" pronoun was qualified leaving himself out.
