It was a joke. A bad joke, but a joke on his part non the less. He knows American's are getting increasingly hostile and suspicious of Russia, and this is just him playing off of that. The more Russia drifts apart from good relations with the west, the more he benefits.
He does this every year. Although some of the questions cover serious issues, many were like this one quite frivolous. My favorite was did he think that Obama would save Putin if he were drowning? Putin answered that he thought that Obama would save him because Obama is a brave and decent man. I don't know that the Alaska questioner was sincere, but I thought that Putin's answer was funny.
