Just moderate the existing threads, warning once and suspend the ability to post for an incrementally longer period for each successive warning accumulated resulting in banning permanently at some point. If we can't discuss issues staying on topic with intent to acquire acceptable solutions we're simply wasting our time as the threads eventually devolve into denigrating one another based on something not even related to the threads topic.
You know another site made the news the other day. A site that promises no filters. In the first 24 hours yesterday they picked up 16,000 new members. That is a HUGE JUMP. I come from a site of 1.7 million and they would see that as huge. The future of sites are not more restrictions on speech but less.

Gotta love Meta. Hearts in the right place. Sir have you perused our news sections lately? Its like that right now. People of more far leaning ideologies have given up any pretense of following thread creation guidelines. The same offenders over and over. Direct personal attacks, derailments, off topic deflections ..titles in Russian. Dont tell us its moderated because its not. Hasnt been for a while. Not consistently. The absolute very best thing you could do to encourage civil discourse here on PF is verify these team members you have are actually spending time policing the news sections. Just enforcing current rules without bias would work wonders. I have the distinct impression its not an organized effort. Its a non paid job I bet and real life comes first but look to your own current processes and communication on workflow before you add more laws on a cracked foundation.
