The FBI says 95% were runaways, 1% were abducted by a non custodial parent and 0.1% were abducted by a stranger. She's either stupid, a nut, a panderer or all three.

Dude, it is an extremely common joke. I've made it myself at least a dozen times on PF. All but one person (well, two now I guess, with you) have gotten it when I did it. It's similar to "Does a one-legged bear swim in circles?" or "Does the Pope **** in the woods?" You take two common aphorisms and switch terms between them for comedic effect. Again, most people get this.

 

Per your pattern, you just go with your gut sans evidence and this is another example.
