You are not eligible to vote if you are not registered. The article is about more people voting than being eligible to vote. It has nothing to do with our eligibility to register or even potential voters who could theoretically vote if they did register.

The allegation is a simple comparison between the officially reported turnout figure and basic calculations of the proportion of registered voters who actually voted. The turnout is (and always has been) the proportion of all citizens who have the legal right to vote in an election, registered or not. It doesn't matter whether you accept that is correctly called "eligible", the fact remains that is the basis of the figure, which is the obvious reason that it doesn't match up with the proportion of registered voters who actually voted.

Anyway, if there had been 13 million fake votes counted, they'd have been taken in to account in the turnout figure so there still wouldn't be a mismatch, just a higher reported turnout (regardless of how it was calculated). And you'd been suggesting nobody noticed such a blatant mismatch in the widely reported electoral figures until Gateway Pundit suddenly stumbled across it in mid-December. The whole thing just makes no sense, however much you might want it to.
