I don't think a law has to be violated to get a grand jury subpoena. As the saying goes, any half-way decent prosecutor can get a grand jury to indict a ham sandwich; thy could probably subpoena the mayonnaise.
Well there needs to be some probable cause of a crime to justify bringing something before a grand jury and forcing people to testify. A "predicate crime". I'm stillwaiting for what is that.

Giuliani has no one to blame but himself. He knew Trump is a shady character who lied about the 2020 presidential election was rigged. Both Trump and Giuliani are not victims but are predators who have a reckless disregard not only for the truth but also for the laws of this country.

You were right about there being a judge. The Bar Association has an appointed judges overseeing the professional conduct of lawyers. The offense does not have to take place in a courtroom, a lawyer can be disbarred/disciplined for actions outside the court. Ellis was one of Trumps many lawyers and I don't remember if she filed any motions for him but she was all over the media and Giuliani's side-kick. "Bryon M.
