Who are these "Peacekeepers" Civilian volunteers? Are these Russians in the Ukraine "Peacekeepers" also?

These peacekeepers been soldiers, who moved to secure peninsula during the coup in Kiev. I do not say THAT was not a violation of borders. It was. But compared to what happened in Donbass, where went UKRAINIAN soldiers.
