Actually there is plenty of public information about the deliberations Comey and his team went through demonstrating what Hillary did was a chargeable offense, in opposition to Comeys own conclusion that Hillary didn't intend to break the law. Admitting the law was broken but claiming that she didnt intend that it be broken.
