Technically Mueller investigated Stone, Gates, and Manafort, but since they were all campaign members I don't know if they qualify as "private". Stone only got investigated because of his involvement in the data from the hacked servers and his 50 year history of being a dirty weasel.

Good point. Mueller investigated Page and Papadopoulos and other people who could be considered private citizens. Heck, Trump could have been considered a private citizen prior to taking office. Last I checked, he was a real estate developer and reality show host prior to being elected POTUS.
