Stripping people of their security clearances after leaving office is not "non-sensical." Relying on their contacts with the intel community is how people like Brennen and Clapper earn the big bucks in civilian life. They have access to classified discussions with current and former intel people. Taking away their clearances will cost them those jobs, because the intel community will blacklist them.
