No one is to blame but those who kill 21 people and, idiotically, themselves. No one. If that fool thought he was pleasing God, he is insane.

How do you know it was a suicide bombing? Maybe someone sent a bomb in a wedding present. One cannot decide what really happened until you know the facts of the event and what led up to it.
