Well, not really. The certs may very well be used for something but you can't just claim they are used to go to front of the line for job bids without any actual proof.

Jeez, I lived in this area for 10 years now and know how Chicago works.

City of Chicago literally uses bidders race and gender to determine who and how much they’ll pay the contractor.
So, yeah, if you are a white male who was born to immigrants who never enslaved anyone and had nothing to do with Jim Crow laws, you will be put at disadvantage for no other reason but your gender and race.

They were the only people allowed to vote when our country was founded, and until recent decades, they were the only people elected to powerful positions in government or promoted to high ranks in the military and in corporate America. They've had preferential consideration in jobs, housing, education, and even medical care.
