It has not been explained because there is no explanation that can change the fact that the 007 character James Bond is being morphed into a female role. And this is about the NEXT movie, you confused here.
James Bond IS 007 and 007 IS James Bond and the character is being morphed into a female role. AGAIN explain to me why this never happens in reverse where a female iconic character is morphed into a male role.
Again, you are completely off base. In the film in question, Bond is still Bond. He's still played by Daniel Craig. He's still the main character. The actress you are concerned about is playing a different character. This is not the first time that another 00 agent has appeared in a film. In fact, I'm pretty sure this isn't the first time that a female 00 has appeared in a film.
Let's play a game. Look at the title of the film mentioned in your OP. Now look at the title of the film I showed the trailer for. Understand now?
Such a shame. Moonraker was one of the best books, if not the best, and they turned it into warmed-over garbage. I think the newer movies have given him more depth, though, while also leaning hard into the nearly-psychopathic angle.
All in all it is, I think, a bit of psychology on the part of the franchise owners. They are deliberately ourtraging hard core fans this time so that next time when they gender shift it back to a male, nobody is going to bat an eye over a race change so that suddenly Bond is Black or Pakistani. But THAT will also be all about WOKE SJW Politically Correct ideology. There is no reason to experiment with Bond's gender or race; and certainly the economic issues do not call for the change. The only reason to do it is more leftist generated hatred for straight White males in continually devolving western culture.
Bond is the same as he was in the last movie. Same character. Same actor. His gender hasn't changed. His race hasn't changed. It's a fake concern just meant to make insecure fringe righties throw a fit about something.
Can you point me to an iconic female character that was warped and morphed into a male role? Yes I remember to this day when my father, a traveling salesman, had come home from a trip and unpacking set out a book with a black cover and in gold type was the title Goldfinger. I about 14 then and I asked what was the book about and he said a British spy and I asked him if I could read it. He gave me that father looking at son look and after a brief pause said "sure go ahead I think you're old enough", the books were quite racy back then. And of course from then on 007, James Bond, was one one of my heroes, the ultimate MAN, the MAN every boy wanted to be. There is nothing female about 007 who is and forever will be James Bond. Again why change the sex of the role of James Bond 007. Why can't this female role stand on its own but has to rely on a male character?
007's race and gender will change in the NEXT movie not THIS movie, learn the difference. So why change an iconic MALE role to a female role? Which female characters should we change?
