But that can't be...America need these programs in order to feel safe. You mean to tell me that terrorists were actually smarter than the American public and knew that this channels were being monitored? The absurdity of it all.

However, it does raise a valid point that if intelligence officials knew that top level terrorists knew this was the case, why would they need to tap into these communications in the first place? Another question that should be openly asked and answered in Congress.

Perception - In the early days of WW2 London was flooded with Anti Aircraft guns. The people felt safe, the population defiant to the threat of the Germans. The reality was the guns could not fire high enough to hit German aircraft at the time.

 

It is mostly industrial espionage and insider information about trade deals, markets and so on, i doubt they even care to look on cases involving terrorism .... it is not that the Russians didn't warn them about the Tsanaev bros.
