This is an election. Its likely that many aspects of a proper investigation will not be possible without a court order, which obviously will not be possible to obtain if the suits are dismissed out of hand.

They ask that you fill it out and then return to a Post Office Box that is not identified as one of theirs. So, people fill it out, and send the Request back to that PO Box which turns out to be a bogus PO Box owned by them. Now, don't tell me that Aussies invented that scam.. I bet it was pinched from the good old USA.
